Where Do New Software Projects Come From?

In many software development organizations new projects are initiated by management. While it is good to have management involved, it is better for the organization if new projects are driven by the development team.
This is not meant to suggest that it should be the developers that are creating the requirements. Quite the opposite, in fact. The stakeholders in a project usually have a good idea of what they want. All too often they are also married to a particular implementation or user interface. This situation prevents the development team from really shining. When the developers deliver exactly what the stakeholders ask for the result is usually acceptable. However, when the development team is allowed to innovate the results are usually outstanding.
